The SEC has charged William K. Ichioka of New York with fraudulent activities, including raising $25 million from individual investors primarily in California and Oregon. Ichioka allegedly made false claims about his investment success and promised high returns, but instead used the funds to pay previous investors and for personal expenses, including gambling and luxury purchases.
