Starnes allegedly used his association with SA Stone and his former employer, Quest Capital Strategies to lure unsuspecting investors into his fraudulent investment scheme. Authorities and investors allege that Starnes deposited investor funds into his personal bank account, which he subsequently spent, and provided his customers with fraudulent account statements indicating their money was safely invested.
