FINRA has barred former broker Jose Anthony Quinones (CRD #1310742) from associating with any FINRA member firm in all capacities for refusing to cooperate in an investigation into potentially undisclosed outside business activity.

Quinones was registered with PFS Investments Inc. from October 2014 until December 2024, when he voluntarily left the firm. A subsequent Form U5 Amendment filed by PFS revealed that he was under review at the time of his termination for potential involvement in an undisclosed outside business activity and failure to renew his securities registration.

As part of its investigation, FINRA requested documents and information from Quinones in March 2025 under Rule 8210. According to his attorney, Quinones acknowledged the requests but refused to comply. This refusal violated FINRA Rules 8210 and 2010, which led to the permanent bar effective June 10, 2025.
